For me, the only reason I didn't upgrade to the iPad 2 was that it lacked a Retina display and I find text too low res. I personally would be happy if the only new feature of the iPad 3/HD is Retina.

Pretty much. I am hoping to see 3 upgrades:
1) Hi Res/Retina display. This is the biggest deficiency with the current device.
2) More RAM. I would love it if webpages didn't need to reload nearly every time I switch tabs.
3) Faster processor and graphics. You can never be too fast.
There are other things that would be nice, but don't matter much to me (upgraded cameras).

Absolutely. A Retina Display iPad is all I need to be in “shut up and take my money” territory. Logically, there has to be some performance improvement just to keep up with the increase in pixels being pushed, so even if the processor & graphics are somewhat faster, it may not “feel” that much faster than the iPad 2. I'm okay with this.
(I skipped the 2 because I thought the next release would be Retina, so even 2-class performance would be a welcome improvement over my original iPad. This probably affects my perspective; if I had a 2 I might want more out of the new release.)

That combined with a quad core chip makes sense. Apple has to upgrade the screen and processor, but not necessarily much else.

It would be a bit disappointing but I would absolutely still buy it. However, if that was the only improvement there's no way they could fill a 60-90 minute presentation...
