Apple said in the keynote that Siri will be coming to the new iPad. That generally means it is not coming to the iPad 2.
Also Cam is correct as well. Siri will not come to the iPhone 4. Apple would have included it in iOS5 for the iPhone 4 if they wanted it to have Siri

I doubt it. Siri is the main reason to buy a 4S over a 4.
