The external stylus pen available for purchase will neither be Wacom penabled nor N-Triq and will not have small precise nibs/tips and will be somewhat like sponge.
Still the best styluses for sketching on any Capacitative screen on devices like iPad or ideapad Yoga is the Adonit Jot and Estylo.However I will always advice anybody to buy a tablet which is Wacom penabled.
Generally any capacitative Styluses used on capacitiative screen have spongy nibs whose edges also can be detected by screen even with slight touch giving you bad accuracy while you touch the screen first time each time with stylus.
Capactitative screen can detect even a slight blunt touch and hence you cannot get precise input on capacitative screens with the exception of Adonit Jot stylus with its secret technology.So external capacitative stylusses like Dagi,Ostylus,etc are not for precise work.
Adonit jot stylus has most precise good quality nib but still is not as precise as that of Wacom penabled stylusses.
Better buy a 13.3 inch Fujitsu Lifebook T902 tablet and use "Motion Computing" Digitiser Wacom pen(Motion Computing J3500 tablet accessory:Additional pen) for sketching on it with Precision and accuracy.(The wacom penabled pen which comes with Lifebook T902 does not have appreciable precise nib and hence I advice to use other pen from Motion Computing instead.)
Or if u have a bigger budget,you can buy Modbook Pro from Modbook Inc.

The advantage of both tablets is that both come with CD ROM drive unlike most other tablet PCs in the market and you can configure both of them upto 3.6-3.7 GHZ processor.Infact Lifebook T902 was specifically designed for windows 8.
Once you have purchased a Wacom penaled tablet like Lifebook T902 or Modbook Pro,you need to ensure that the screen interface system is calibrated properly(no offset between stylus nib and cursor input) and if its not then you have to calibrate manually for which details are available on Internet media such as You-Tube.
Note that better not to buy a Tablet which uses N-Triq stylus instead of Wacom penabled pens just because N-Triq present generation stylusses have thicker nibs than Wacom pens.
Just make a note that Modbook is "Pen only input" and Lifebook T902 is "both pen and multi touch input".
Also note that Modbook comes with better callibration from the factory itself,whereas Fujitsu tablets need to be generally calibrated properly manually by the user itself & this information is being taken from various user experiences available on Internet.
Best sketch apps for Windows:
1)Corel Photo-Paint(you need to set a high canvas resolution initially)(pixel based,can be operated with single pixel by setting the pencil size. It has better art brush options than Adobe photoshop)
2)Corel Draw(vector based)
3)Autodesk Sketchbook Pro (pixel based but user cannot work with single pixels)
4)Autodesk Sketchbook designer.
You can get Autodesk products for free if you register as a student and its not legal to use for commercial purposes.Commercial version is available but very costly.
You can buy Corel Draw X6 Graphics Suite (commercial or Education edition).The education edition is very cheap.

Even though I don't suggest an iPad for sketching,
the best sketching n painting apps for iPad are:
1) procreate
2) Adobe ideas
3) An optional app:Autodesk Sketchbook Pro.(I find Procreate to be much much better than Sketchbook Pro.)
Also note its not possible to work with single pixels with an iPad.
