Will the Kindle Touch be able to download third party apps? And if so, what are the chances of an ePub reader?

The Kindle actually has "apps" that Amazon calls Active Content, which include games (a majority of them puzzle games). I don't think Amazon's pushing these "apps" very hard because it's not as good of an experience using them, because of the slow refresh rates, as on smartphones, which most people carry around anyway.

There's probably no chance of Amazon releasing an ePub reader on the e-Ink Kindles because it would negatively encroach on their business of selling their own ebooks, which is understandable. They're a business and a business needs to not negatively impact their core business.

Other than the Fire, there is no legit option for third party apps. The lack of DRM protected ePub book support remains an issue for Kindles, but maybe not for the Fire (as it will have apps). Note that non-DRMed ePub books can be converted for use on the Kindle.

And, yes. The ePub thing is not an issue that Amazon could possibly be unaware of. One must conclude that they want and prefer a closed content ecosystem (a la Apple), and that should give one pause if an open app marketplace is what you want.

A good compromise is downloading the freebie calibre (lower case "c") e-Reader manager onto your computer. It has several cool features including converting the epub format into a Kindle-compatible alternative. Google/Bing "calibre" for the download links as well as reviews and info.
