Question about
Will I be able to tether my AT&T iPhone 4 to the iPad2 with the new iOS or is Apple going to block that in order to sell more 3G iPads?
I would bet that AT&T will charge you extra to enable hotspot just like they do for enabling tethering. May be the tethering charge will cover the hotspot feature as well, but you never know!

I would expect an extra charge, I guess the real question is how much (assuming it will work). A quick look around and it looks like it's a MUCH better deal to buy the 3G iPad with no contract at $35 a month and being able to turn it on and off as needed than to pay $25 a month every month. At least for me, as it will spend most of it's time on wifi and only need 3G a few times a year. Verizon seems to be the worst deal at $25 (in my situation) for 2Gig on a 2 year contract.

I don't see any reason you couldn't use the personal hotspot feature on the iPhone 4 for that purpose. Seems like less need for the 3G iPad in this case. I don't think Apple or AT&T would gain anything by blocking that.

I don't see why not. A wifi hotspot is a wifi hotspot. Any wifi device should work just fine (unless Apple actively blocking the iPad's Mac address in iOS4.3 for iPhone 4s, which is highly unlikely).
I can't wait for somebody to do a chain of iPhone 4s tethering to each other. LOL.
