why are the North American Regional carriers only getting a dual-core version of the Samsung GIII smartphone?
Will some demonstrated features go lacking as a result of this change?

Because the Quad Core processor is not compatible with LTE radios. IE its a choice between network speeds and processing power.
I think battery life will be a bit better on the dual core phone as well. Performance will be very close to the quad core variant. Only in tasks optimized for more than two cores will there be a significant difference
