Which shop in the US can i get budget great Nintendo 3DS game titles?

Exactly how cheap are you looking for?
If you're looking for something around $20, the usual suspects of stores like Target has a budget games section that's all $20 or less, as well as hidden clearance sections where you may find some good games for much less than the original price (sometimes as low as $10, or less). And of course, there's GameStop where you can get the games pre-owned for a little bit less than new (also, other places like Best Buy sometimes sell used games as well).
However, the 3DS library is still a bit small and there aren't too many must-get games. The better games, like any Mario game, are still going to be around the default $29.99 price. And the games that you usually do find in the budget or clearance sections for under $20 are usually the kids licensed games or games that have been ported from the DS.
My advice would be to keep checking sites like www.cheapassgamer.com/ which is a great way to see all the deals that's going on in the different stores. That's how I found out that a game like Super Street Fighter IV 3D Edition was just $9.99 at Best Buy a while back for one week!

If you don't want to wait around and want to pick up some good games for real cheap, consider downloadable games from the Nintendo eShop. The eShop has a lot of great little games to download to your 3DS's SD card, including a lot of older games like DSi ware titles and even classics from past Nintendo systems. And then, there's several 3DS games to download that are really good, like Pushmo, Mighty Switch Force, Dillon's Rolling Western, Ketzal's Corridors, etc. And best of all: Each game is generally under $10! You will need to pay using a credit card, however, if you do want to pay using cash, you can pick up a 3DS prepaid card at most stores where you can buy 3DS games already. Just remember to get a 3DS prepaid card and not a Wii or DSi card as they will not work with your 3DS. If I recall correctly, the prepaid cards only come in $20 and not any other denomination as of now.
