The answer to this question depends on a variety of factors, and is complicated by the fact that laptop processors now contain embedded graphics. AMD's processors are almost always cheaper than Intel processors, and this often is reflected in the cost of the laptop. AMD's processors tend to have less features and draw more power for the same performance than an Intel processor, which makes them less desirable for a laptop. If you are also considering graphics performance of the processor, then the reverse is true, AMD's processors always outperform Intel's embedded graphics. If you are considering a laptop with a discrete graphics processor, then this is no longer apart of the equation and Intel has a clear advantage.
If your sole factor is price, then AMD has a major advantage
If your sole factor is performance of the CPU itself, then Intel is the way to go. The only exception is when comparing the current Intel Atom to AMD's Fusion line. The new, yet-to-be-released Intel Atom may flip this equation yet again. en.wikipedia.org/wiki/AMD_Fusion
