I'm pretty sure you can't, a couple of years ago Verizon started requiring smartphones to have a data plan if they wanted to be used on the network. You might be able to convince a customer service rep to let it slide.

No, According to the Verizon Wireless press release regarding the HTC Trophy you will need to have a data plan for $29.99 monthly.

“HTC Trophy customers will need to subscribe to a Verizon Wireless Nationwide Talk plan and a smartphone data package. Nationwide Talk plans begin at $39.99 for monthly access and an unlimited smartphone data plan is $29.99 for monthly access.”

I am 99% sure that they will force you to add a data plan ($29.99) to your account if you activate a data phone. The Trophy is a data phone.
