When my Mac Mini is asleep, it will occasionally (every few hours, although I'm not sure how regular it is) wake up for a few seconds and then go back to…

sleep. Is this normal? I have it set to wake up on network access, which isn't something I really use. Do you think turning that off would stop it from doing this? It's in my bedroom, so it can be quite annoying when I'm trying to sleep.

What peripherals are connected to it? Any wireless mice or keyboards? I found that my MacBook Pro used to do something similar. Eventually, I tried something that has seemed to work:
System Preferences -> Bluetooth -> Advanced -> Make sure that "Allow Bluetooth devices to wake this computer" is unchecked.

Unfortunately, for a Mac mini, this might mean that you have to physically reach around the back and tap the power button to wake it up. That said, if you don't have any Bluetooth peripherals hooked up to your computer, I'm not sure what the issue could be!
