Question about
When, if ever will Apple put a decent set of cameras into IPAD

Maybe we'll see improved cameras in the next iteration? If Apple's iPad development cycle goes anything like their iPhone development cycle, we'll probably see some sort of "iPad 2S" next year. Relatively similar body, but some improved specs.
There's also the argument of, "why would you need decent cameras on a tablet?" On one hand, I totally get that (and I've argued as much), but on the other hand, I could see a need for using it to take some quick photos of a white board in a meeting, etc.
More than anything, I would love to see them put some sort of HD camera in the front of the device. This seems pretty important for conference calls and such. I'm actually really surprised we didn't see a "Facetime HD Camera" in the iPhone 4S, since the camera appears in all of Apple's laptops now.
