What's the best PDF markup app?

I read a lot of PDFs for school, and I'm looking for the best app that will let me mark them up with highlights and text notes. What's the best? Free is preferred, but a couple of dollars is also OK with me.

I currently use "pdf-notes," but I really want the text note feature.

Ideally, the app would let me turn on/off highlights and continue to edit notes on PC in the official Adobe Reader application.

I use pdf-Xchange viewer. Free, and allows you to input text and various other things. Also works as a plugin for all the browsers (you must disable the built in one for Chrome).

The one I use is called 'Note Taker HD' (itunes.apple.com­/us­/app­/note­-taker­-hd­/id366572045­?...). This one works the best for me. You can use textboxes on your pdf files or use the build in software to take notes.
I must say there is a small learning curve but when you know how to use it, its the best software imo.

Goodreader has been awesome for me, and I switched from iAnnotate.
