What is the biggest, best, fastest hard drive I can upgrade to for my Dell Inspiron 1764?

Seagate Momentus XT 7200 rpm
reason :
- 32 mb chace
- SSD hybrid
- 7200 rpm

Seagate claim this harddrive 32% faster than any 7200 rpm laptop harddrive.

I should suggest you to stay away from hybrids. In many forums people complains about these hybrids performances and durabilities. Keep in mind that just a small part of these hybrids are truly SSD, for this example as far as i understood only 32 Mb of it is SSD the rest is normal HD. It just helps if you keep open and use the only one application allday from the beginning of your pc startup.
You can get the same performance by increasing your RAM capacity and closing page file option. Otherwise i will suggest you to buy a SSD. For now and the future SSD is the best choice if you are going to replace your storage disk.
