As supersic mentioned, it depends if you need offline access. I haven't tried any that need online access (save for Google Maps), so my answer if for offline options I've tried.
My pick would be Navigon. I've tried Tomtom as well, but Navigon has a better interface and just seems to work great. Also, at the time I purchased it, it was much cheaper than Tomtom.

I feel like Navigon has been my best use app for Nav when I don't have Internet (3G, or wifi), otherwise MotionX is pretty useful on the cheap. I really wish we had built in turn by turn by google in the maps app. :| (Apple, you hear that?)

i like google maps but i did but Navigon for the offline maps but its huge and i only put it on the iPhone when I'm going on a road trip or in an area I'm not familiar with or headed out to visit family in BFE where I'm lucky to get 3G.
Motion X is good i think another one is called Waves for crowd-sourced maps and traffic data TomTom is another good one but i prefer the 3D view and the maps of the Navigon. also the apps sometimes offer in app purchases for upgraded features so it may cost you more for the app than you think especially if you are not happy with the default version of the app.

MotionX GPS Drive. It's inexpensive, feature rich, has a nice interface and most of all, it's been spot on accurate with directions.

I just saw that Garmin released a navigation app for $40. I wonder how it will stack up against the competition. Looks good so far but it's still early.
Right now I'm leaning toward the Navigon App but I think I'm going to wait until iOS 5 comes out and crossing my fingers that apple has upgraded their Maps App. Thanks for all the feedback!
