The capabilities are very limited, you can ask it to change song, what the time is etc., but it is very limited compared to Siri on the iPhone 4S

You can ask it to make phone calls and even specify what line you'd like to call if a contact has more than one number in your address book. It's also possible to dictate a phone number for the phone to call. I never had too much luck with my 3GS and my 4 to get it to play music, in theory you can ask it to play a certain playlist, artist or song in addition to skipping tracks and going back. I believe it is also possible to make Genius playlists and to get info about the track currently playing but I don't know what the commands for that are and I haven't tried them myself.
I think it is also important to point out that the voice command capabilities of the iPhone 3GS are identical to those of the iPhone 4.
