Should I purchase a 7D or a used 5D Mark I

Depends on what you want to do. If low light is the top goal, then a 5D mkI would still be better, but for just about everything else, a 7D. Espcially when you couple a 7D with a F2.8 or faster lens, its focussing system becomes really very good (and this is why I like it so much).
A lens that I bought with it and highly recommend is the Canon 17-55mm F2.8 IS USM

edit: only a 2.8 or faster lens enables the 7D to use its new focus system
