The display recommends I set the settings in windows at 60 hertz. So under nvidia control panel I select 60 hertz, and when i say yes keep this settings, it goes back to 59. When I try to edit the settings under windows display properties, explorer crashes

Did you ever update your Nvidia drivers? Apparently, updating to the latest drivers should help fix this problem (or so says a post from another forum a few years back).
Another user also mentioned that you could manually change the settings:
- Go to Nvidia Control Panel
- Go to Add resolution
- Create Custom Resolution
- Click on Timing
- Click on Manual
- Set refresh rate to 60.001 Hz
- Press Apply
