Palm Pixi as a GSM Hotspot?

Is the wifi hotspot feature baked into the OS, can it be used with any carrier regardless of what type of data plan you have?
I know this feature was advertised for the CDMA version, and I seem to remember they were letting you use this feature without a tethering plan, but I am having trouble location info on the GSM wifi tethering options.
Thinking about picking up an unlocked one for $59 and was hoping to use this as my overseas phone and tether my devices to it, rather than using a rented MiFi as I normally do.

As far as I know, it was a separate app that came installed on the the Verizon version of this device. There are guides that allow you to use and install the hotspot app on the Palm Pre, which you can try:

I got this to work on my Palm Pre a while ago, but decided to stop using it because it destroyed the battery life on it (lasting only an hour or 2).
