The iPad is a slightly different usage, and actually will work better in an all-iOS environment as certain apps you buy will be able to be rolled out for both devices (DocumentsToGo for example), and sync is greatly simplified, improving your usage of both phone and pad.

As with anything Apple (and of course Sony, who you could argue originally pioneered this form of artifical crippling - although Apple may say they invented it first), to make most use of the devices - or to put it another way to be annoyed with the limitations of the devices the least - it's best to be all-Apple.

If you can't afford both at once, then it's probably best to do what brettdunnam said - get the iPhone now, save for the 2nd gen iPad.

I may be able to do the iPhone 4 on contract, I'm just worried about cancellation fees if I can't pay the monthly bill.

You can indeed wait for the 2nd gen iPad, or for the 3rd gen or 4th: each one will be better than the previous model.

That's what I would try and do. Doesn't matter whether or not you go on contract with the iPhone but you'll still have that bill to pay. Try to get any discounts that might be available to you. Students and teachers as well as certain organizations get discounts. Ask about it when you go to the store.

I use Virgin Mobile in Canada, and all of their plans (except smartphone plans) are off-contract, meaning I could cancel at any time, penalty-free! But I've decided to go iPhone 4, one way or another. Thanks for your help, everyone!

I'm assuming price. If he wants to go contract free, the iPhone is a lot more pricey than the Legend.
