When I choose to upgrade or install a new app then it will change the list to "start downloading" or "Authorizing credit card" but would never actually start downloading the app.
Stopping all the downloads won't help, next time you add something to the queue the same thing happens again. Even turning the phone off and restarting it won't help.
It also doesn't matter whether I am on 3G or WiFi, doesn't help.
Last App I installed before this happened was Doggcatcher Podcast. So I don't think that should be a problem, really.

My Android market is not downloading anymore.
I had the same problem a couple of weeks ago when i switched my googlemail account to a gmail one, maybe that is the problem? as soon as i switched back to googlemail the problem solved itself instantly
