Is there a way to migrate Windows 7 from the 2011 MacBook Air Boot Camp partition to the 2012 MacBook Air?

Can the partition be cloned from one to the other and still be Boot Camp bootable?

No. Not easily, but you can try this

Otherwise you will have to set up Windows from scratch

This might be possible if you cloned the new MBA from the old MBA entirely, but not easily done.
