Is there a way to forward SMS messages received by my iPhone 4 to my SIM-less iPhone 3GS (or iPad 2)?

SMS messages can be forwarded from the iPhone 4. I am pretty sure that this can only be done manually. (SMS App -> Choose message -> Edit button -> Select -> Forward button -> enter phone number -> Send button.)
The SIM-less 3GS or iPad 2 do not have phone numbers so they can not receive SMS messages natively.
There are applications for the SIM-less 3GS to receive SMS messages via wireless network. The most notably being Google Voice. With that you can send and receive SMS messages without a phone contract. (GV Mobile is a 3rd party app that states support on iPad - itunes.apple.com/us/app/gv-mobile-the-original-goo...). There are limitations with Google Voice. According to a discussion on gdgt it appears that some SMS Shortcodes may not work for you. (gdgt.com/question/is-it-possible-to-get-messages-f...). Personally i have given my Google Voice number to everyone to use when texting me leaving my phone for Shortcodes that I can't get on GV.
With those pieces I don't think there is a way to do what you are asking.

There are other applications that are text messaging applications for iOS devices that allow you to communicate with other users of that application. The same is true with instant messaging applications. With iOS notifications built into some IM clients it's almost as good as SMS. With iOS 5 Apple will release iMessage. This application / service will allow messages that start with SMS but will move over to network data if both devices have iMessage. This would allow you to "SMS" from your iPhone 4 to a network connected iPad 2. While this should be very cool to connect and communicate with wireless only iPads and iPod Touches, it still does not solve what you would like to do.

The other option is to get a google voice account, which you can then check the sms messages to that number via any device you choose.
