I need to have an external mouse or keyboard be able to wake up a PC laptop from sleep mode

So I'm playing tech support for the parents this holiday as I'm sure many of us here are. My father has a windows laptop, and now has a new monitor to pair with it for expanded screen real estate. He's using a logitech mouse and keyboard as well, for essentially a desktop PC style setup. The laptop lid can remain closed now with the external display and peripherals, there's no need for it to be open. The trouble is, the external mouse and keyboard seem to have to no way of waking up the computer once it's gone into sleep mode. The only option is to open the laptop and use the power button, which would seem easy enough, but it's inconvenient to do every time with this setup. It's totally crazy to me that this functionality isn't just there. If anyone needs more specific info on each device and such I'm happy to provide that if it helps.

This functionality is built in, but it often must be enabled in the BIOS and Device Manager, and in the power settings. Also it is best to disable hybernation as the keyboard and mouse often can't wake from this state.
