I need help choosing what phone to upgrade to.
I am planning on upgrading from my LG Vu. So I am wondering what smartphone that isnt an iPhone would be best for me? I want good social features and good browsing speeds and a speedy UI.
Obviously I have AT&T. I was considering a WP7 or Android. But no iPhone please.

If I were you, I would wait until the Samsung Galaxy S II is subsidized by AT&T - it's supposedly going to be called the AT&T Attain. It is currently the most powerful smartphone on the market. It works over AT&T "4G" and "3G" bands, but is currently only available unlocked internationally, and costs about $750.
Pretty much every phone pales in comparison to it's speed. It's also the thinnest smartphone on the market, and it has a gorgeous 8MP camera that can shooting 1080p video. It also comes with Android 2.3 Gingerbread.
The only other phone your list I would personally consider buying is the ATRIX 4G, which I did try for about 20 days, and couldn't get used to it. I would be careful about buying any phone with a single core, or you're buying outdated tech.

Try each phone at an AT&T store to see what you like. Take advantage of the return policy to test drive a phone for couple of days for your real-life usage. Buy what you like based on your needs and budget, and you'll be happier. What kind of usage do you use your phones for. What kind of apps do you want to have. Also think about your monthly cost. Moving to a smartphone means you'll be paying more per month due to the required data plan.

I recommend a HTC android phone. the UI is much better than the stock android UI in terms of ease of use and eye candy.

Kwetech buying a phone today simply because it is today fastest phone would not be very prudent because tomorrow there will be something newere and exciting its inevitable.
What you need to look at is what you wish todo with it. and what kind of user you are.
Android is still a wild west os it is open sourced and google has yet to get the carriers updating the device in a timely mannor services like netflix are just now making their way to the platform because by its nature is less secure I think android is a great os I had an evo shortly until it remebered passwords in my account that i told it not to. Personally I feel that out of the 3 Android Iphone and Windows Phone Android has the most work needed while it has more features currently and a larger app selection it does ot have near the quality or polish to its os that Iphone or Windows Phone do
I am not an apple fan but i can not deny they have great hardware I would in many way point you to an iphone since you already have an ipod it would not make sense to me to start a whole new ecosystem(app store and all) unlessy you have not made many purchases for your ipod as much as i hate it iphone would be the smarter choice as your peripherals would be good all the way around
Windows phone will offer you the closest experience to the ios device. you have the same level of polish, but a little more freedom while there update process is not perfect yet it is closer to the iphone everyone gets it model google is trying to work out similar for select devices but you will still end up fragmented

if your a super techy and can handle hicups and like living on the edge android will let you do just about anything the galaxy 2 is an awesome phone for the average user I perfer HTC device especially for android their support community is better then anyones
Iphone well you know what to expect when to expect it and that it will be kind of pricey the biggest upside for you would be you are already in the eco system I know you said you had an ipod touch why not gazelle it
any of the phones you choose will give you the same functionality as your ipod now that google music and amazons servie are coming out you have a good music serivce for android
iphone and windows phone have itunes and zune respectively
I still would recommend Iphone for you since you are in the ecosystem already
or the samsung focus (virtually and Iphone clone running windows phone) and is the only windows phone with access to the sd slot
BTW(2.3 gingerbread is already out of date , 2.4 is here this is the biggest issue in my opinion for android because not all devices get the update and the updates patch secuirty flaws from the recent gizmoddo hacks)
