Unfortunately, you can't create new albums in the photos app on the iPad. (In fact, this is actually an annoying issue with iOS -- you can't create new photo albums on any of your Apple iOS devices.)
It's only possible if you're keen on hooking your iPad up to a computer, importing the photos and then sorting them in either folders or iPhoto albums, and re-syncing the photos to your iPad. Sounds like in easy process in only 15 steps, right?
