How does streaming only on the iOS Podcast app affect the podcast's download numbers?

Just wondering if streaming through the app might not count toward the podcast's downloads. This is especially important to producers like TWiT who rely on those counts to charge their advertisers.

I imagine the same sort of technology youtube uses to count "views" is implemented.

If the content is requested and mostly listened to, then it will count as a view or download
