How do you lock down your phone's cellular data plan before leaving the country?

I'm asking this on behalf of my sister, who is traveling to Canada over Christmas. She has a shiny new iPhone 4S on AT&T and she doesn't want to be caught off guard by crazy and unexpected cellular data charges.

How should one go about preparing their phone for international travel? What sorts of settings should be off, and should she call AT&T and get an international data plan, just in case?

She should be good to go with the Data Roaming set to off (which I believe is the default). On a recent trip to Japan I tried only enabling data roaming periodically to check email, get a quick map, etc, but within just a few days I racked up several hundred dollars in data roaming fees! Luckily, a nice person from AT&T called me to alert me and told me if I signed up for the International Data Roaming plan on the spot, they'd negate the charges. So I signed up for it, and canceled it after the trip. Imagine that, a carrier doing right for once!

Settings -> General -> Network -> Turn off cellular data.

You can still use wifi if available.
