The process is actually pretty simple. First, you need Xcode, which you can download for a few dollars from the Mac App Store or download for free from Apple's developer site if you have an account (either paid or free works). Links:
Mac App Store (recommended since it's easier): itunes.apple.com/us/app/xcode/id422352214?mt=12
Apple dev: developer.apple.com/tools/xcode/
Once you've got Xcode installed, start it up and plug in your iPad.
Go to Window → Organizer, select your iPad from the list, and click "Use for development".
Ignore the developer credentials prompt and any subsequent messages or prompts. It should then start communicating with the device and immediately activate the feature.
From there, you can enable multi-touch gestures on your iPad via Settings → General → Multitasking gestures.

If you're running iOS 5, it should be enabled. It's one of the features on the iOS preview page on Apple's site.
