In the previous version of the dashboard, you could change the wallpaper from the Profile menu but that option is now gone. I've looked everywhere and can't seem to find a setting for this. Is it possible that it's been disabled? I hope not because when I updated the dashboard, it carried over the wallpaper that I previously set but it's not something I want to be permanent.
Any help would be great. Thanks!

Start at the Social hub, then select your avatar, and "change theme" should be the bottom option in the center,
To change the background to a custom picture, press Y while hovering over a picture in Picture Viewer like before.
