Has any one used the Pre Plus with out cell service, or just a Wi-Fi device?

Not for very long, but yes I have done a temporary webOS install without activation. If you are wanting to do this on a Pre that hasn't been activated you will have to get familiar with the work of webos-internals and browse the precentral.net forums. You essentially need to do a custom install of webOS with the First Use app disabled (this app is what runs upon booting a non-activated webOS phone up and forces you to activate and sign in with a Palm Profile before you can do anything).
Unless you have a Pre that has already been activated, and you just want to cancel service for it, then you can just continue using it as before as long as you have wifi.
