If the iPhone is jailbroken, there are some apps in Cydia that can help you, but I've never done it myself so I'm not sure which ones. I also know that, to be able to do the trick, apparently you should have saved an SHSH file in Cydia's server. So if you haven't done that before installing 4.0, I'm not sure but I believe there is nothing you can do.
Try looking for "downgrade iphone firmware" on Google.

Another tool that was just recently released (last night, even!) is iFaith. It's supposedly makes it pretty easy to downgrade to previous versions of iOS.

You can't if you're using the beta for OS 4.0 because it updates the baseband, which is incompatible with older versions of iPhone OS.
If you took the plunged, then you'll have to wait it out for someone to figure it out, but it's unlikely that it'll happen before OS 4.0 goes gold since that would be too much work to find a way to downgrade when its release is so soon.

I successfully downgraded from iPhone OS 4 Beta 3 to iPhone OS 3.2 using this link:

Caveat: You need a Mac in order to do it.
I'd assume it should still work for Beta 4.

You can if you have a 3G. For a newer phone, get and run Tiny Umbrella. It will both tell you if downgrading is possible, and help you do it.
