* The Recorder app by Retronyms ($0.99) will allow you to record outgoing calls, however, there is a charge for doing so: $1.99 per hour of recording time.

* SpoofCard is a web-based service (not available in the App Store) that will allow you to record phone calls, spoof the number that appears on the other end, and even disguise your voice. This service also costs money; 1 credit per minute, $4.95 for 25 credits.

If you have no problems using VoIP, then two of those services also offer call recording.

* Google Voice: www.google.com/support/forum/p/voice/thread?tid=1e...

When you record a call on Google Voice it will automatically announce to both parties that "this call is being recorded." This is to avoid running afoul of wiretapping laws.

Please keep in mind where you are and who you are talking to when recording phone calls; for example, in the United States some states prohibit recording a phone call without the consent of all parties involved in the call, while other states are single-party consent, meaning that a person involved in a phone call is allowed to record it without telling the person they're talking to.
