dell inspiron 530 asking for other user, what does this mean?

tried to start in safe mode to do system restore doesn't work. then started saying diskette drive 0 seek failure not sure what all this means need help please.

That usually means it's trying to boot to a floppy drive (which in most likelyhood you don't even have a floppy drive) you will need to boot into the Bios and change you boot options so it boots to a Optical drive or a Hard drive first, and doesn't search for the floppy.
