Broken fan?

According to iStat Pro and smcfancontrol, one of my fans reads 000RPM
Using Windows on my macintosh heats up until it freezes completely, should I take it to the apple store?

Mac OSX still runs smoothly and fine no matter what I throw at it.

Before Taking it to the repair i would take off the cover and take look.... Know some people who have so much dust inside their macbook that their fans stopped due to cluttering (Taking off the cover does not void warranty)
