Best Android phone for development?

Which Android phone should I look at (from Ebay, Craigslist, etc.) which would be representative of the browsing and user experience on Android as a whole?

I'm a developer needing to test websites across various mobile platforms. I have iOS, WebOS, and Windows Phone devices covered. I need to be able to test with Android. I could test with the emulator, but it's very slow. I'm mainly testing mobile websites, but may want to test apps from time-to-time too. I don't care about the carrier, because I'm not planning on activating the phone.

The Nexus One or the Nexus S because they have pure Android, no skins or other apps and get updates the quickest. You can get a Nexus One for under $300 on ebay nowadays. The Nexus S can be purchased at Best Buy and slightly cheaper online.
