Are there any USB hubs that provide enough power to charge an iPad?
Any USB hub will keep a trickle charge in the Ipad. For instance, I have a USB in my KIA Soul. I plug the Ipad into it while using the MotionX GPS program. It will keep my charged Ipad at the same level but not increase the level due to the use of the app at the same time.
Also the literature says it will say "not charging" as there is not enough power for the screen and the battery charge at the same time. As others have said, if you turn off the device, in time, the USB will charge it - like overnight.

I *believe* that most powered USB hubs will change an ipad *if* the screen is off.

No - because they are made according to the USB specifications, i.e. 5V @ 500ma, and most *deliberately* don't deliver beyond that to a single port.
Some PC's and Macs deliver more than that as demanded, but not necessarily on every port.
