Conclusion: Pass on it
The HTC Radar 4G is a solid, serviceable, midrange Windows Phone model with a good, sharp (albeit small) display and decent battery life. However, at a time when competitors like AT&T are giving away newer Windows phones like the Nokia Lumia 900 for free with a two-year contract, and even T-Mobile is offering the Lumia 710 for free, it's hard to justify T-Mobile's $99 on-contract price for the Radar. As long as the price for midrange Windows smartphones hovers at close to zero, anything going for more than that will need to offer something that goes beyond the competition, and the Radar just isn't quite there.

The HTC Radar doesn't have a dual-core processor or the biggest display around, but its high-quality design and consistently smooth performance makes it a great choice. If you're upgrading to your first smartphone or not really liking Android, give Windows Phone a chance.
