With a quad core processor and a solid state hard drive, this would probably make a pretty nice Windows 7 platform that boots up in a reasonable amount of time.
I like to think the opposite - pay a bit more and you'll get a vastly more solid mobile workstation which isn't that much heavier in the overall scheme of things but actually useful as a quad-core computer. Let's face it, you aren't buying a 17-incher for everyday luggability.
HP w's, Lenovo w-series, Dell's Precision M6000-series, etc.
The TDP's haven't changed that much with the switch to quads in this generation, but even then my dual-core '09 and '10 Pro's are screaming for air when the HP and Dell are/were loping along with a low whirr of their fans.
If you're going to run Windows to actually get stuff done, don't buy a machine which is designed to be a trinket first and foremost. If you need a 17-inch OS X platform, buy.
