does everyones tablet have to turn off and then back on to get wi-fi to work

Usually no. You may need to just reset your wifi router by unplugging it and plugging it back in.

Click on the time, which bring up "settings", then wifi, you will see your connection there, click connect. I have an Acer Icona tablet with the leaded earlier ICS. I haven't gotten the official ICS update, and my tablet doesn't always connect to wifi when I power it on. You could also use a widget for wifi to turn on/off.
