Since neither Apple nor AT&T will unlock the iPhone (even if purchased outright at the beginning or fulfillment of the time in the contract) and unless you wish to use the iPhone only as an iTouch after the contract time period, you are still locked to AT&T. There is no choice to use T-mobile in the US or any other carrier when overseas.
That is why a class action has been started against these predators of the unknowledgeable.

Despite the polite press on the matter, you are not signing just a one or two year contract with AT&T.
Good luck. But, don't get your hopes up. It's an industry practice with lots of precedent outside of just the iPhone, which means the anti-trust argument is going to have to be very, very compelling to stand up.
That is why I am thinking about a purchase of an unlocked iPhone while in the UK in August. I may wait until my January trip as Apple has more than implied during the recent press briefing that there will be a modified or changed iPhone in October (free bumpers ends September 30 and they will review at the end of September). I can use it in the US with AT&T until the contract ends and anywhere else with a local GSM chip. No more international gouges from AT&T. The 3GS becomes an expensive iTouch.
My main phone is a Verizon based BlackBerry Storm. Their service has been great since 1988 when I started with them. The Storm is CDMA here and changes to GSM in the rest of the world.
