This would be like buying a PC nowadays with a very well skinned Windows 98.
like Motorola did with Motoblur: they spent all their time customizing android 1.5 into their own interface. and they both fail to update it at release.
personally I agree with @brandonpapworth. I'd never buy another android below 1.6 (which I consider windows xp) but for a new phone to come out today below 2.0 is pathetic.

I guess it's a little late now, but that's why I got the Nexus One while it was still available. Stock Android, it's fast, and since it is "the Google Phone," I know that I'm safe for future updates. It was definitely worth the purchase. Plus, since I didn't extend my contract, I can now get new phones at the discounted price.
actually I think somebody told me that one of the newer htc sense phones had the option to turn off the ui. not completely sure about that, but htc's ui has proven itself good (doesn't cause problems) and they've been good and handing out updates (although their updates are usually on their site and not OTA)
It sounds like they're pushing these modifications as necessary for the business-minded individual. Really? If somebody is truly business-minded, then they're probably looking at a blackberry. Not an outdated Android 1.5 device. It just doesn't make sense.
