Carry an Airport Express around with you and create your own AP.

Apple tends to use proprietary software to manage their AirPort Products, the linksys travel router might be better since its managed via a web interface.

The reason the Airport Express isn't working is probably because you have no way to change settings on it, without a computer. You could try a different portable router that has some other way to change settings. There's no way to plug in the iPad to Ethernet.

No, but there are 2 different options you can try:
1) Ad-Hoc the wired connection of a laptop (which, you might as well just use the laptop)
2) Use a small Wireless AP (like an AirPort Extreme or a LinkSys Travel Router)
The latter would be your best option for portability.

Buy a ZuniConnect Travel. It's a small router that will create a wi-fi network from an existing wired or wireless connection, and it has two built in charging ports that work great for recharging the iPad, cell phone, and mp3 player I also travel with.
