Conclusion: We're mixed
The Inspiron 14R is a basic laptop that doesn't really stand out in any major way. Its display has a fairly standard 1366x768 resolution, it weighs in at about 5 pounds, and its processor is a 2.2 GHz Intel Core i3. At the right price, this could be a decent starter laptop, but chances are you can find something newer, with a faster processor and more modern features (such as USB 3.0) for the same price or less.
