Mac OS 8 and 8.1 were oddball OSes. You could run 8 and 8.1 on the older 040-based Macs (Centris and Quadra), but there was no advantage to doing so. PPC systems would see faster 020 emulation under OS 8.1 than in 7.x, but not by much. Also, 8.0 was unstable and crash-prone, where 8.1 was stable.

Mac OS 8 is a bit of an odd OS. For systems that could run 7.5 or 7.6 it offered no additional functionality to make the upgrade worthwhile - there aren't any programs I'm aware of that require Mac OS 8 but still run on older CPUs. Where Mac OS 8 had a role was on G3 or later systems being small...
