What is the best way to share an Apple 27" LED Display with a MacBook Air (ADC) and a PC (DVI or VGA)

I am currently running a setup that has two monitors each paired with two computers (my Macbook Air + 27" LED Display and my PC + Asus 21.5" Monitor), and would like to get rid of my older Asus monitor, extra desk and simply plug my Apple Macbook Air into my Apple 27" LED Display when I need to as well as use this same monitor for my PC. Does 21" iMac have a Target Display Mode? Or only the 27" iMac

I have had the same personal laptop since 2007 and I am likely going to buy one in the next calendar year. Thing is, I haven't used the portability part of the laptop much since graduating college 3 years ago and though I just started a part time grad school program, I can use my work laptop if necessary. So I just finished building a website and I'm going to get payed roughly $1000 and I am not sure what to spend it on.

I really want an SSD to make my computer faster, but I refuse to settle for less than 320GB. I know that one of that size is at least $600, and I might even want more space. I know I could get a Seagate Momentus for a lot less money with 500GB, but if I do that I think I'd be compromising on speed? I have a 2.66GHz MacBook Pro 13".
